GIMP unfortunately doesn't save the history, but it's a simple enough icon (really, really simple - I marvel a most of the other icons here) that I can totally do a tutorial from the layers alone.

I don't know if Photoshop saves the history once you've closed the file, but what I do is put little notes on the layers to remind me what I did (though it's usually fairly simple). Quite handy!

And personally, I like icons not to be too complicated!
